HOCKEY LEAGUE
RULES AND REGULATIONS
The following Rules are applicable to the Lake Shore Hockey League during
the 2005-2006 season and effective for subsequent seasons unless specifically
modified by further league action. Unless
specifically provided in these rules or the By-Laws of the Lake Shore Hockey
League, the playing rules described in the most recent USA Hockey Playing rules
book shall prevail.
Rule 1 – The Rink
1.1
Official games for all team members shall be at the home ice of
each team or in other
locations as approved by the Executive
board.
1.2
Occupancy on player benches shall be limited to players on the
game roster and authorized coaches and managers.
A maximum
of four (4) non-playing – individuals
may occupy a player bench.
Suspended players may not occupy the player bench.
1.3
The home team will occupy the player bench of their choice.
Rule 2 – Team Rosters
2.1
Each team will be identified by completing USA Hockey and Team Rosters
which include team colors, team nickname, high school affiliation, coaches and
assistant coaches, representatives to the Board, team manager, and all pertinent
addresses and phone numbers.
2.2
Each member team shall register its general roster for the up-coming year
with the Board by December 1st.
2.3
The team roster shall include name, jersey number, school grade, and
birth date of each player. No player
may participate in a league game unless the player’s name appears on the
team’s roster.
2.4
League teams may not allow more than sixty (60) players on their rosters
(including Varsity, Junior Varsity and Freshman).
2.5
All Varsity teams will consist of players ranging from 8th
through 12th grade. All Junior Varsity teams will consist of players
primarily in 7th through 10th grade; each team has the
option of playing three (3) 11th grade players per game.
All Freshman teams will consist of players in 6th through 9th
grade. Players may be rostered to
more than one team within the same organization.
Requests for exceptions may be presented to The Board for approval.
Rule 3 – Uniforms
3.1
Each player and goalkeeper listed in the line-up of each team shall wear
an individual identifying number at least ten inches high on the back of the
jersey.
3.2
All players, including the goalkeeper, of each team shall be dressed
uniformly in conformity with the color of the jersey.
3.3
Where uniforms are of similar color and design, the home team shall be
required to make the necessary changes. The
home team when ever possible shall wear light color jerseys, the visiting dark
color jerseys.
3.4
Each team captain and Alternative Captains (2) must be designated on the
official scoresheet and be introduced to the game referees prior to the start of
the game. Each team may indicate the
Captain by the letter “C” on the
front of his jersey provided in USA Hockey Rule 202 and Alternative Captains by
the letter “A” on the front of
their jersey. Alternate
captains shall have the same privileges as the Captain when the captain is not
on the ice.
Rule 4 – Game Roster
4.1
Each team, using USA Hockey forms, will submit to
team representative assigned to the game, at the time the team
steps on the ice to begin its warm-ups, a starting line-up, any
changes in jersey numbers, any additions to the game roster and
any scratches from the roster. Changes
to that form may be
made any time prior to the start of the game upon notification
of the Team Representative.
4.2
Not more than twenty (20) players (including goalkeepers) shall
be permitted to dress for a game.
4.3
Failure to comply with 4.1 or 4.2, above shall result in a bench
minor penalty.
4.4
In order to provide a safe and competitive atmosphere and in an
effort to facilitate individual and team skill development, free and
unlimited movement between Varsity, Junior Varsity and
Freshman
squads shall be allowed, as stated previously in 2.5.
4.5
The Board shall have the authority to place limits on the
movement of individual players.
Rule 5 – Condition of
Participants
5.1
Any participant, including players, team official, or League official,
found under the influence of alcoholic beverage or narcotic drugs
of any kind shall be immediately ejected from the game and
automatically suspended from the League.
5.2
Any participant found to have in his or her possession alcoholic
beverages or narcotic drugs within the confines of the arena -
before, during or after scheduled games – shall not be permitted
to participate in any further League games and shall be fully
suspended from the League.
Rule 6 – Injured
Players
6.1
USA Hockey rules are to be followed with respect to any injured
player. However, it is
emphasized that in a case of obvious
serious injury, the Referee and/or Linesman may stop play
immediately.
Rule 7 – Equipment
7.1
All
players are required to wear the following protective and dress equipment:

pads
Shoulder
pads
Hockey
skates
Team
uniform socks and jersey (at discretion of both coaches
exceptions may be allowed)
7.2
Goalkeepers
will wear approved full face mask, an approved hockey helmet, and throat
protection, goalkeeper’s chest and arms pad, goalkeeper’s leg pads, approved
goaltender’s skates, hockey pants, protective
cup and supporter, an approved blocker and goalie
glove.
Rule 8 – Penalties
8.1
Penalties shall be actual playing time and shall be divided into the
following classes which are further explained in the current year USA Hockey
Rule Book:
Minor
– Two (2) minutes
Game Misconduct
Bench
Minor – Two (2) minutes
Match Penalty *
Major
– Five (5) minutes
Penalty Shot
Misconduct
– Ten (10) minutes
*pending a
hearing before the disciplinary board, the player(s) will not be allowed back on
the ice until the incident has been reviewed or thirty days whichever happens
first.
Rule
9 – On Ice Officials
9.1
The Home team will be responsible to provide USA Hockey registered and
qualified officials.
9.2
Teams are entitled to submit written reports concerning officiating.
Reports should be directed to the League President.
The Board will determine what action to take upon receipt of these
reports.
9.3
The requirements for all on-ice officials are covered in the USA Hockey
Rule Book. In addition: The Referee
shall do anything he deems necessary to control the game, including ejection of
players, coaches, or spectators, or forfeiture or immediate termination of the
contest.
Rule 10 – League
Representatives
10.1
There
shall be appointed for duty at every game played in the League, two Team
Representatives, one for each team participating in the game, which will
identify themselves to the other team remain in the penalty box area during the
game, in the event a situation arises. It will be the home
team’s responsibility to maintain the official
scoring table and handling of game operations other than those covered by on –
ice officials. General duties
include:
10.2
a.
Compiling and entering correct, complete game records on
the game sheet; and mailing or faxing to the League
Statistician
within forty-eight (48) hours. Original
scoresheet
to
be turned in at the Igloo Café. (Original
suspension form must be attached to original scoresheet of game player is
sitting out and noted on the scoresheet).
b.
Assisting on ice
officials, when requested, with player
identification in such areas as goal scoring, assists, players
entering altercations.
c.
Announcing, control of pre-game warm up, intermission times, and uniform
ticketing procedures as established by the League.
d.
Insuring the on-ice officials sign the Game Sheet, which becomes the
property of the League.
e.
Appointing, where desired, at least one but not more than three adults
from each team for duty at the scoring table as
assistants in performing such functions as recording information,
operating the game time clock, helping in penalty expiration times, and other
related areas.
f.
Notifying the League Statistician whenever a player suspension is
involved, between the end of the game in which the suspension occurs and the
player’s next scheduled game within the League.
g.
When, in the mutual opinion and agreement of the two League
Representatives, the conduct of the game is beyond the control of the on-ice
officials, or has, or will provide further opportunity for injury to players
and/or spectators, or, is making a travesty of the game, and detrimental to the
reputation of the League, the League representatives shall immediately notify
their respective coaches to remove their team from the ice.
In such event, the referee/league representative may impose a match
penalty to each team, which, shall then be the subject of immediate Disciplinary
Committee review and action. Any
review and action shall be made before the next scheduled game of either team
involved. The league representative from the involved teams must notify the
League Commissioner or League President, as soon as possible.
Rule 11 – Abuse of Officials
and Game Misconduct
11.1
Any player or team official touching or threatening a game official shall
receive an automatic game misconduct penalty, and be ejected from the game, plus
a two (2) game suspension. Any
player or team official striking or hitting an official shall be suspended from
further League play until the incident has been reviewed by the League.
11.2
Any player who receives a game misconduct penalty for any reason in a
game shall also receive a one (1) game suspension.
11.3
Any player who receives a game misconduct and/or match penalty arising
from a penalty regarding malicious intent shall be immediately suspended,
pending a hearing before the Board.
11.4
Any player who receives a second game misconduct and/or match penalty for
any infraction of the rules where he has previously received a suspension shall
automatically receive a three game suspension, unless the infraction resulting
in both the first and second suspensions occurred in the final period, in which
case the suspension may result for a match penalty under Rule 11.3 above.
11.5
Any player who received his fourth game misconduct for any reason during
the current playing season shall automatically be suspended from further League
play for that season. In the event
that the fourth such violation occurs during the last three (3) games of the
season, the suspension will be carried over for one (1) game the next season,
including playoffs, providing the player is eligible for further play.
Rule 12 – General Conduct
12.1
Players, coaches, managers and other team officials, and League officials
are expected to conduct themselves in a manner that reflects positively on the
Lake Shore Hockey League. Misconduct
by such an individual – before, after, or during a game – will not be
tolerated. Any such conduct should
be brought to the attention of the League Representative or an officer of the
League.
12.2
Each team is responsible for their conduct in the locker room facilities
which they occupy before and after each game.
If any damage is inflicted to the property, the team will be held
responsible and will be required to make full restitution for damages before
they can participate in their next game.
Rule 13 – Deliberate Injury
of Opponent
13.1
Any player who, in the opinion of the Referee, is playing with willful
and malicious intent to injure other players shall be immediately and
indefinitely suspended; pending a hearing before the Disciplinary Committee.
Rule 14 – Fighting
14.1
Any player who receives a major penalty for fighting shall also receive a
game misconduct penalty.
14.2
A game misconduct penalty shall be imposed on any player who instigates a
fight.
14.3
Any player who leaves the bench during an altercation on the ice will be
given a four (4) game suspension. A
second violation of this rule during the same season will result in suspension
from the remaining season, including playoffs.
Rule 15 – Suspensions
15.1
All suspensions shall be consecutive already scheduled games of the same
level as the game that the suspension was incurred. (this will be discussed
further)
15.2
Player suspensions will apply to playoff games.
15.3
Each team representative to the Disciplinary Committee and the coaches
shall have the responsibility of enforcing the suspension of their players.
15.4
All suspended players shall be indicated as such by each team on the game
roster.
15.5
Playing with a suspended player shall result in forfeiture of any game in
which such player participates, and the suspension must still be served.
15.6
Any player receiving a one (1) game – game misconduct is suspended from
one (1) league game.
Rule 16 – Time of Games
16.1
Varsity games shall be allotted 2 hours, played with three periods, each
of fifteen minutes duration, with a five (5) minute warm up at the start of the
game and an ice cut between period 2 and period 3. Games will be played on a
stop time basis until curfewed.
16.2
Junior Varsity games shall be allotted 1
hour and 15 minutes, played with three periods each of fifteen minutes duration
stop time, unless otherwise agreed to by teams involved.
16.3
Freshman games shall be allotted 1 hour and 15 minutes, played with three
periods each of fifteen minutes duration stop time, unless otherwise agreed to
by teams involved.
16.4
As
provided in the USA Hockey Rules one one – minute timeout will be permitted,
unless there is 3 or less minutes remaining until the game is curfewed.
16.5
In
the event that a team is leading by seven (7) or more goals, a running clock
will be initiated until the loosing team narrows the deficit to 4 goals or the
game is completed.
16.6
No delay shall be permitted by reason of any ceremony, exhibition, or
presentation unless consented to reasonably in advance by the opposing team.
16.7
There will be no overtime during regular season games.
16.8
Each game will have a scheduled starting and scheduled curfew time.
As such, a game will be ended at its “curfew” time, regardless of
score or time remaining. Any such
game shall be considered as a fully played game.
16.9
The
Referee and the League Representatives will determine how long a game may be
delayed without penalty for unusual circumstances.
Rule 17 – Goalkeepers
17.1
Whenever a team has only one goalkeeper in uniform at anytime during a
game, he may request time for equipment repair or adjustment through the
Referee, without liability for a delay of game minor penalty if the request is
allowed.
Rule 18 – Season Standings
18.1
Standings will be determined by win – loss percentage.
In the event of a tie, the tie – breaker shall be determined by head to
head competition.
Rule 19 – General Welfare of
Participants
19.1
Each
team is responsible for obtaining the following
items from each rostered player: consent to treat, copy of birth certificate,
copy of valid insurance information, medical history and signed zero tolerance
policy. Player information will kept in a binder and shall be at every game in
the event of player injury. The
Commissioner may request to see any or all forms at any game or practice. The
League is not responsible for obtaining any information.
19.2
For
team functions other than games (practice, etc.) each team is encouraged to have
a first aid kit and to train its coaches in emergency first aid.
19.3
For
all League games, the home team is responsible for providing a medical
professional (EMT or higher) to monitor the game in the event of injury. In the
event that a medical professional is not present, the game may be played as an
independent game, but the league game will have to be rescheduled at a later
date at the home team’s expense.
Rule 20 – Protest of Game
20.1
A protest for reasons other than player suspension must be made within 48
hours of the particular game’s starting time, through the team’s
League Representative to the
president. This action must be
followed by submitting a letter to the President within one (1) week.
The protest must be accompanied by a check for $50.00, payable to the
League. If the protest is denied,
the check is forfeited to the League.
20.2
All game protests will be decided by the Executive Board.
Rule 21 – Game Cancellations
or Delay
21.1
Representatives of each team shall have the authority upon mutual
agreement to cancel a game or games in the event of adverse weather or failure
of the rink to provide adequate ice or service.
21.2
Each team has the responsibility to verify that a game is actually
cancelled.
21.3
Cancellation of any game or games for reasons other than adverse weather
or inadequate ice or rink services will be made by the Executive Board if such
decision is in the best interests of the league.
21.4
In cases of unexpected delays of all or part of a team for reasons such
as inoperative buses, traffic accidents, etc., the team shall contact the League
Representative, and indicate when or if they can make it.
The Board will have the authority to rule whether the game will be played
or ruled forfeited.
21.5
In the event forfeiture is ruled, the offending team will be required to
pay for the ice time, depending upon the Board action.
The team present will have the opportunity to practice during the
scheduled game time, if it desires.
21.6
Provisions for cancellation or delay of an Interleague game will be
determined by the appropriate Interleague agreement.
21.7
Games to be scheduled for replay are handled by the home team.
Before the home team reschedules a cancelled game, by mutual consent,
both teams shall consider how the replaying of the game may influence the final
standings of teams and/or if statistics for individual players may influence
their standing such as total goals, points, or goaltending shutouts, etc.
Rule 22 – Conduct During
Final Game of the Season
22.1
This rule is primarily directed towards graduating seniors, but will
apply to any player and team officials. It
applies to players or team officials who are involved in serious fights or
disturbances with players and/or team and game officials.
The penalty will be administered by the Disciplinary Committee, subject
to the review by the Board of Governors, and the severity will depend on the
seriousness of the infraction. The
penalties which can be imposed include:
a.
A senior who is unable to serve a full suspension because the suspension
was incurred at the end of the season will be fined $250.00 and the players team
will be responsible for the collection and payment of the fine to the League
within ten (10) days of the suspension. All
other suspensions incurred at the end of the year will be carried over and
served the next year.
b.
A player can be barred from participation in the League in any capacity
for a period of one (1) to ten (10) years.
c.
Team officials who instigate and/or participate in a disturbance or who
fail to control offending players can be barred from future League play for a
period of one (1) to ten (10) years.
d.
Forfeiture of the teams gate receipts and the assessment of additional
fines up to a total of $250.00 and review of future participation within the
Lake Shore Hockey League.
e.
Team
disqualifications from future league play for a period of one (1) to five (5)
years.
Rule 23 – Team
Disqualification
23.1
Any team, which participates in a brawl before, during, or immediately
after a game, may be suspended by the Board from the League for a period equal
to one entire season (no less than twenty (20) games).
A suspension will carry over to succeeding seasons if necessary.
In addition, the team will be stripped of all participation in the League
but will be responsible for all incurred financial obligations.
23.2
No coach, assistant coach, manager, or other person connected with the
team shall participate in any brawl before, during, or immediately after a game
except as a “peacemaker” which is defined as one who places his hands on a
player/individual only to prevent further fighting.
Anyone who pushes, punches, kicks, or in any manner attempts to injure
players from opposing teams shall be suspended from the League immediately and
shall not be permitted to return to the player’s bench until approved by the
Board.
23.3
Any team which engages in grossly unsportsmanlike conduct or wanton
violation of the League By – Laws, or rules and regulations, shall be subject
to the penalties of Rule 22.1 above.
Rule 24 – Rule Changes
24.1
Rules and regulations of the League are as stated herein, and are
distinct from the By – Laws of the League.
They are subject to change at anytime upon direction of the Board.
